After decades on the force Charlie Falon has developed a callous disregard for human life when it involves the ruthless and desperate criminals which infest the streets of new York and is strongly in favour of the shoot first ask questions later attitude to Law and Order. With more appearances before the official complaints committee than commendations on his record Falon needs to lie low following his merciless killing of another low-life criminal.
