Insane terrorist Ryan Gaerity (Tommy Lee Jones) causes a number of explosions in Boston, but continually evades the clutches of the city's elite bomb squad, led by Jimmy Dove (Jeff Bridges). Dove gradually realises that the attacks are motivated by his own past confrontations with the terrorist, and a deadly game of cat-and-mouse develops between the two old rivals.
