J. Edgar Hoover (Leonardo DiCaprio) looks back on his career as he prepares for his biography to be written which will bring to the public the story of the origins of the FBI.
Hoover was active in founding the FBI and was director (of both the FBI and its predecessor) for almost 50 years until his death in 1972 thus becoming one of America's most powerful men. His preoccupation with dealing with any revolutionary group which potentially posed a threat to the US government (beginning with the Communists) was at the forefront of all his strategies. Hoover... was admired for what he stood for and for what he achieved. At the same time he was feared and often criticised; using somewhat ruthless methods and controversially bending the rules at times. He famously hired and fired at will; ensuring his inner circle was close at all times and consistently loyal to him. He used personal secrets and classified information to gain power over other US leaders and built himself a daunting, untouchable, dominant reputation.
His personal life was as private and tightly knit as his public life with only a privileged few being allowed into his small intimate social circle. Clyde Tolson (Armie Hammer) was his closest friend and confidante and Helen Gandy (Naomi Watts) was his ever loyal personal secretary.
