A dark, political parable about terrorism, revolution, and the power of memory. In an unnamed Orwellian country, an idealistic soldier named Joe (Ralph Fiennes) enters into a dangerous friendship with Thorne (Donald Sutherland), a political prisoner who eventually recruits Joe into helping him enact a violent coup d'etat. In the post-revolutionary world, what began as friendship becomes conflict. Things progressively worsen until Joe's co-conspirators decide that he must be erased from the historical record forever.
