Steven Seagal is lethal undercover cop Elijah Kane who along with his team are up against a new wave of criminals, a militant gang trying to ignite civil unrest in Seattle; a group who call themselves, the “New Hope.” Meanwhile Kane’s mysterious Black Ops past catches up with him in the form of his ex-comrade Bird who is identified as a deadly sniper terrorising the innocent people of the city.
