When American Navy pilots Butch Masters and Tom Craig (Gigandet and West) receive orders during a routine flight to fire a missile at an apparently abandoned plant, they think it unusual but follow their instructions to the letter. When they receive news that the location they bombed was a research facility housing American experts and a top secret chemical weapon called the Rainmaker that was stolen from the site, they get called up in front of their superiors to explain their actions. As nobody believes their story that they were ordered to bomb the plant, Butch and Tom are dishonourably discharged from their posts and sent out to live their civilian lives. As the now former pilots continue to try to prove their innocence and clear their names, a Kurdish terrorist group puts the stolen Rainmaker to use.
