Sultry cabaret singer Bijou (Dietrich) is nothing but trouble, and has already been deported as an undesirable from several neighbouring Pacific islands after provoking riots, leaving a trail of broken hearts behind her. When US Navy Lieutenant Dan Brent (Wayne) falls under her spell, he finds himself at odds not only with his fellow naval officers but also with island mobster Antro (Oskar Homolka).
