Barry Levinson directs this found footage horror in which a trainee journalist captures the chaos that afflicts a small US town when an infection breaks out that appears to stem from the water system. The illness produces symptoms such as vomiting, skin rashes and internal bleeding and spreads with such devastating swiftness that the town, Chesapeake Bay, is swiftly quarantined and its hospitals overrun. Among the human stories documented by young journalist Donna Thompson (Kether Donohue) on her news camera are the efforts of Dr Jack Abrams (Stephen Kunken) to track down the source of the virus while also attempting to treat it and the horrifying discoveries that await police officers Jimson (Michael Beasley) and Paul (Jody Thompson) as they respond to 911 calls. However, has the worst consequence of the outbreak yet to make itself known?
